Well sounds to me like a typical agency, so usually either they will talk to the client or the client will ask for a quote.
If the clients question does not have all the checkboxes covered (where, how long,…), then ask in a professional tone (aka the usual questions I ask) to send them to you. Then send the price quote and attach that they may meet you in person if they have further details to discuss.
If the first response is “is this your last price” or some other BS, then by all means send a very friendly reply that rates are non-negotiable, but you can add another hour or whatever. If they do not respond to this then they are price shopping and you prolly will not hear from them again.
