    If 1 strobe would work, I’d also like something atmospheric

    I would get a can bar or LED bar, for basic lighting. A mover/flower/bloomer/effect light and a strobe.
    You should be able to squeeze that into 450, maybe you can even get 2 flowers with some nice flows as strobes are cheap these days.
    I would not go for lasers, as in that price range they suck up your money with little effect.

    Maybe something like 1 or 2 American DJ mega bars.
    + American DJ Revo IV flower + American DJ Fun Factor
