I try to answered it from my humble point of view…
So let’s say the track is going to be ending in 16 bars or 16 kicks.
> 16 kicks is wayyy to short for me, at least 32 should be sufficient, try to find a song that have a loooong intro & outro, cuz what you trying to do is just how to do a basic blend mix
I tend to find House, (anything by Mark Knight) or Progressive House (anything by Jerome Is-Mae, remix or original) have a looong intro & outro
Stay away from mainstream festival EDM stuff, those have some awfully short intro & outro, also dubstep and its gangs (trap, twerk etc)
Do i hit play on deck B on the 1 ?

Altough, if you do find it where to hit play, i suggest to put a hot cue on the song that was playing on deck A, just a gentle reminder, in case you forgot
Do i have to have the mix complete on the 16? Seems like to me the mix has to be completed exactly on the 4,8,16 or the 32.seems like there can’t be any in between. I also have trouble finding that sweet spot

seems like i tend to bring the intro track in a bit to strong. or sometimes I lower the bass on the outro track too much…any suggestions?
> try to figured it out yourself, why you think you bring the intro too strong? Was it the volume? then try to ease a little by little when increasing the volume fader (of the incoming song from deck B), inch by inch if you will, try to count the bar every 4 bar you increment the fader up, up and up
Was the high too loud ? try to tweak the High eq. about a quarter down on the incoming track
PS of course you turn down the low eq. (bass) of the incoming track to all the way down, that way your “bass” is not trying to fight each other lol, and then slowly increasing it when you have two song mixed together (with the same volume) and slowly killing off the song on deck A
Once again, its just one of those techniques, miles can be vary
Also when should a high pass filter be used vs lowering the bass? do you use effects much at the point of your mix? when do you tend to use the echo effects?
