What exactly are you trying to achieve?
Both Cubase and Logic allow you to change the bpm of a track (quantized, time stretch or such). Something like Ableton allows you to tidy up the BPM of a track (for example make a track a very tight BPM, in which case you do lose the original “swing” of the track, but it would be suitable for tight sync).
Or do you want to just change the track BPM to something else and save it under the new BPM?
Audacity also lets you change BPM, but I am not sure if you can then save the result as a new track. Also the time stretching capabilities of Audacity are the best.
