If you buy it (without a device) it will only work on 2 computers of your choosing.
If you buy a device, the device will activate the license on any computer, however any purchased plugins will only work on 2 computers of your choosing.
You can at any time de-activate a license on a computer and transfer it to another via the software. However do not forget to de-activate before uninstalling it on a computer as this can cause trouble.
