Did you go and end all the google chrome sessions and check to see if that alleviated the problem? In Task Manager also be sure to check the box that says “show other users processes”!
Finally if you go to the Performance tab, at the bottom is a button (not sure about the English term used there, but something with sources or something) and there you can see what processes are keeping your processor and memory busy, as well as what is occupying your HD.
Lots of stuff can cause this, not in the very least the windows indexing (Windows Search in older versions) feature which is supposed to not interfere when programs are active, but … it’s Windows, so you never know.
