    I am not sure if that line of lights is meant for custom gobos.
    But to answer your question to cut the gobo plate/paper most people use the same plotters that are used for cutting adhesive decals for cars. So I would look for a decal plotter.

    And be very very certain of the material you need to use for gobo’s. Most gobo’s I have come across are metal. Also the come in varying sizes (there are a few standards but I’d expect those only on pro-lighting gear), so make sure you have the right size as well.

    Awesome advice as always, thanks for the feed back. I will definitely do the research before getting too deep into the lighting situation before going any further.
