No. As the midi controller is not the “master” in that setup.
However different DJ Software (such as Serato and Traktor) can output midi clock signals from the software.
On the other hand midi clock is not essential when adding live instruments or complimentary systems.
For example I sometimes add Maschine to my setup, but I do not need to clock it. If you know the beat you just tap it and go along and I mix the signal from Maschine with my controller output via an external mixer.
So adding stuff is not dependent on midi clock if the instrument player knows his beats and how to count.
