First thing would be to make your PC dual-boot. Make one install so that it only has a stripped down version of windows (assuming you are using windows), no internet connection and only DJ-related software on it. That way you will get the best possible performance from your current setup.
Second thing is making sure all settings are correct. Not sure how this works with Serato (haven’t worked with it – yet), but usually you can make several adjustments that will affect the latency. Latency is what would cause stuff like breaking up sound.
Once you are confident your PC has no excess luggage (clean DJ install) and that the software settings are optimized for your PC’s capabilities.
Only then if performance is still lagging, would I start looking for the solution in better/newer hardware.
Obviously you should have already looked at the minimum requirements. They are minimum for a reason. They won’t give you world-class performance, BUT they should work as advertised. So if you hardware is up to minimum specs, with the right tuning you should be able to use it properly.
